They Key word is Assessed,

"To judge or decide the amount, value l, quality or importance of something"

But the judging criteria is based on "wether they have ridden in Poland, Sweden or Denmark" if they have they get a 5

Or 

Having never ridden in Poland, Sweden or Denmark..... It's a 4.

 Nothing to do with wether they rode as a heat leader or reserve, nothing to do with what actual league did they ride in Poland, nothing to do with their averages they have obtained in their foreign league, nothing to do with how did they perform in their countries individual competition.

Probably devised by the same people that decided out of a potential 30+ meetings in the championship this year only 50% of those will count towards a "calculated match average"

The relevant rule is:

010.2.2 Assessed MA’s Given to riders who: -

a) are new to British Speedway or are without an established MA

b) fails to achieve an established (or converted) MA below the 2.00 minimum Speedway Control Bureau Regulations 96

c) have to apply for a new CoS due to transferring from the Premiership to Championship if the riders established MA is below the minimum required as a new entrant

Assessed rider gradings are calculated as follows: -

Riders new to Premiership League racing are categorised as follows: -

a) a rider riding in a professional league in the previous or current season will be assessed on a Grading List. Based upon results obtained in all other professional Speedway leagues and given an Assessed MA accordingly

Riders new to Championship League racing are categorised as follows: -

a) a rider riding in Danish, Swedish or Polish Leagues in a previous or current season will enter on a 5.00 MA

b) a rider who has never ridden in a Danish, Swedish or Polish league will enter on a 4.00 MA

c) a new rider with a British Passport who is eligible to participate in the NDL will enter on a 2.00 MA

No rider with a current or previously assessed MA, other than a rider who has never achieved an MA in a professional league, can drop below 4.00 at any time during the season.

Seems pretty clear that he will come in on a 5 and from what I have heard ok,d by the man at the top but other clubs have disagreed with it so can’t be declared till it’s sorted just dragging it out really

Emil and Artum had 8 point assessed averages this season so presumably Bartosz would as well.

I'm sure if a championship team tried to sign an elite rider on an assessed average then it would be blocked by his Ekstraliga team

Yes, but reading those rules posted by eide67, it does indeed read as if Zmarzlik would be a 5 in the championship, obviously it would be blocked yes. But just proves how inconsistent and ridiculous the rulebook really is.

I thought you could not gain an average LESS than your assessed average? Rew was re-assessed from 5 to 4 when Emil was brought in but I do not know why the ruling changed.

More to do with him being announced then immeadiately requiring a 'facility' as he is due to ride in Denmark on Wednesday - and on further Wednesdays if his Danish club progress to play-offs.

 Are facility’s for riders not allowed now  ? when you only have 7 days to find a rider before the cut off date it’s going to be pretty hard to sort out his meetings

And Denmark have followed suit with Poland in extending their racing days, now using Wednesday & Thursday. Poland having now used Saturday/Sunday as main race days, Thursday as the alternative day as agreed to allow riders to race in 3 leagues but, also, have raced on Monday, Wednesday & Friday.

Bartoz Smarslek is on £1200/1500 a point you find the team that can afford £22,500 a night for one rider !!! plus I'm sure he's not going to have a sign on fee of a bottle of Irn Bru and Scotch pie.

Rules aren't written for eventualities that haven't been forseen.

But we're talking about a number 2 riding in the 2nd Division in Poland who's going well round Peterborough.

So again if the alleged teams representatives are dragging their heels because they're concerned that one rider could stop their team finishing top. He cannot drop into reserve and get 7 rides, he is replacing another pole who had scored in every one of his last 21 heats!!

All it proves is the rulebook is a complete mess, everything should be foreseen if they want integrity in the sport. It's how ridiculous occurrences happen and how people can bend the rules to suit their own agenda.
