Wouldn’t SR 13.6.1.d apply?

013.6.1 Guest Rider (G) ( in the NDL)
Replaces an absent regular team member subject to the following: -
a) assumes the position and MA of the missing rider
b) must be in a current NDL team declaration or any unattached rider
eligible to race in the NDL
c) a rider may ride as a guest (in an official meeting) at a track only
once in an 8-day (within that league) period, unless he is
replacing the home teams #1
d) a guest rider in a double header shall count as one meeting only
e) the guests own MA must be the same or lower than that of the
missing rider
f) no rider, whose team is in the play offs may appear as a guest in the play offs, in that league

Neil does the same rule apply to an unattached 3 pointer who isn't classed as a guest if so we all missed a trick

I would say so, see (b) in the same rule

Ashton boughen is a very promising rider considering he's only started riding recently, if he has the desire and some decent backing he could easily be another dan bewley in the making.

Jason Pipe on Mildenhall Speedway Club Facebook has confirmed: 

"If you have a guest for the home team in a double header and he does both meetings, it counts as one meeting as a guest. BUT, an unattached 3.00 rider filling in they count as 2 meetings rode in, because a 3.00 point unattached rider is NOT a guest rider."
