It shouldn't change when Ellis joins, the SR states that the 'Team Rating' relates to the initial declaration, not the latest one. -

Plymouth's first declaration totalled 37.39 so they could declare a 3* rider or under and their 'Team Rising Star' grade is a 3*, so using Flint is quite acceptable. Scunthorpe's grading appears to be incorrect on the latest GSAs ( Issue 5) and indeed on Issue 4 - their 'Team Rising Star' grade was a 3* at first declaration so should remain so The relevant SR is: 012.3.1. Rising Star Regulations – to be inserted on page 112 of 2020 SRs: Rising Star riders can only compete in 2 leagues at any one time. Premiership teams shall declare their initial 1-7’s with a Rising Star rider at reserve and will conform to the following points limitation; 1-6 Total average of 35.50 points maximum and will declare a 4* rider or under. At the commencement of the season, the Rising Star must ride at reserve (No. 6 or 7), at the Team Managers discretion. Upon the issue of Match Averages, the Rising Star riders Team Position will be determined as per SCB reg. 012.3 (Team Line-ups). Championship teams shall declare their initial 1-7’s with a Rising Star rider at reserve and will conform to the following points limitations; 1-6 Total average of 38 points or less will declare a 3* rider or under 1-6 Total average of 39 points or less will declare a 2* rider or under Rising Star riders will remain so for the entire season and can only be replaced in a team declaration by a rider equal to the teams star rating or less at the initial Team Declaration. Rising Star riders, who as per SCB reg. 012.3 (Team Line-ups), shall move into a team’s 1-5 will be subject to SCB reg. 012.4 (Facilities). In the event a Rising Star is absent, with a facility permitted, he can be replaced by; i. any guest rider from the Rising Star list, of that teams initial permitted Team Declaration rating or below, or ii. Rider Replacement, at the Team Managers discretion. Rising Star riders shall compete with a special riding number design denoting they are a Rising Star. -

Scunthorpe’s ‘Team Rising Star’ rating is 2* (see the Green Sheet) , restricting the Club to a 2* or 1* guest if needed. -
I believe that in that case the higher rider in the current averages remains the higher rider. However I don’t believe Ulrich has completed enough matches to get an established MA so will remain at 4.00 assessed

The 8-day rule doesn’t apply to guesting for the Home No 1 (the same guest could be used every meeting), nor to an NDL rider. 012.4.2 Guest Rider (G) Replaces an absent regular team member subject to the following: - a) if the absent rider, with an established MA, is in the top 1-5 of the team, then the missing rider’s MA will be enhanced by +5% at a home meeting to determine the allowance for the guest rider. b) a rider may ride as a guest (in an official meeting) at a track only onceinan8day period(withinthatleague)unlessheisreplacing the home teams #1 or is an NDL rider guesting for the home team c) the guest must be in a current team declaration and have an MA that is the same or lower than that of the absent rider. If a rider has an established MA in both Premiership and Championship leagues the MA for the league for which the rider is guesting, will be used. If the rider does not have an established MA in that particular league then the conversion factor of 1.6 will apply d) the guest assumes the position and MA of the missing rider. A guest rider in a ‘double header’ shall count as one meeting only e) no rider, whose team is in the play offs may appear as a guest in the play offs, in that league.

So why not suggest a double change in the first place, explaining who you suggest would be dropped and who you would bring in as the replacement riders.

MPT is based in the UK, Ulrich has a base in the UK but goes home to Denmark when fixtures allow.

It's too early to say yet! Leicester have qualified for the semi finals but I believe only Edinburgh v Newcastle is completed from the earlier rounds. I believe the rule allows for a guest for any one or more of your top 3. SR 12.4.A, one of the rules it’s not easy to cut and paste. -
