I'd prefer the lowest averaged rider (in all leagues) to be at number 7. Look at the Peterborough vs Wolves TV match, Ostergaard & Andersen in heat 8, which is protected, but Palin meets the Masters / Nicol & Morris / Douglas pairings, which aren't protected? Protecting heat 8 is pointless if you don't have your weakest rider in it!
