As soon as a run of the mill PL rider find a GTR works for him expect a few others to give it a go. It's al psychological and no legislation will make it work. I think Phil Rising is a little naive about how it'll work but equally, I can see it working for some riders - maybe not for those looking to get tot he top but certainly riders who have tried, realised they are not going to be a GP rider and are happy to have an easy life scoring steady points - your David Howes and riders like him dropping down to the PL. Now obviously if it starts to work for them and Phil is right, you may start to find your Garritys, Kurtzs and Frickes use them too.
