In fairness, the ref can make that judgement. I'd just prefer they are always brought back. It can affect other riders.

I don't count anything before turn three. Lee and Kyle swapped places twice in heat two. Chris Harris passed Anders Rowe in heat one. That's three passes.

I believe the seating was intended to be ready for tonight, and I’m not aware of it being an additional cost.
