I think you can blame both the BSPL for allowing such rules to exist & the Plymouth promotion for accepting it & allowing Klindt to go missing when he's riding the next day. While the Knudsen situation isn't great, he misses matches when he's riding abroad, which is in the regulations, so Oxford get a facility, different to Plymouth when they don't get a facility for Klindt at home. The rule is there 10.5 p) the SCB are just choosing not to enforce it, the way they throw suspensions around these days they've obviously been nobbled by somebody.
