Well I suppose it was as well when he admitted doctoring the track for the televised Kings Lynn meeting. Polished the surface he said. Oh well, sometimes karma gets ya! 😂

I have said it before , daytime meetings on uk tracks are always a disaster . Track material  just cannot hold enough water. A sunny or windy day and ithe track will be like a dusty road. 
 

The only track that I have seen raceable in daytime conditions was Arlington - where the late Bob Dugard literally flooded the track before start time and the track material used had good water retention. 

Peterborough staged daytime 4TT semis @ finals for decades, mostly in the summer and more often than not were not worried by dusty tracks.

Their were exceptions of course, usually delays caused by serious crashes but some meetings went on for nearly four hours.

Part of that was the fantastic big red slurry spreader which was used to water, meaning they always got plenty of moisture into the track. 

You wonder if the lesser quality of shale nowadays is a contributory factor.

Indeed, especially the day before a meeting, your point about the quality or lack of shale is very pertinent.
