The only track that I have seen raceable in daytime conditions was Arlington - where the late Bob Dugard literally flooded the track before start time and the track material used had good water retention. Peterborough staged daytime 4TT semis @ finals for decades, mostly in the summer and more often than not were not worried by dusty tracks. Their were exceptions of course, usually delays caused by serious crashes but some meetings went on for nearly four hours.
