It has been common practice for years for teams to make that choice.

Because when he has been unjustifiably missing Plymouth have not used a guest for him. Instead they have gone the "no facility" route which means a facility of a 75% guest. Me thinks this would be better understood if the terminology wasn't so batrubbish contradictory!

Extra rides for Ingram and Perry is probably doing more for rider development than drafting in Sam Woods.

Isn't it: guest or R/R for missing rider followed by ban for withholding services or 75% guest and no ban. - looks like Plymouth have gone for the latter. -
I thought of that but as the potential missed match is his debut wouldn't that be a 75% guest? [And therefore lower than Cook]

To the best of my knowledge neither of these competitions are usually broadcast on Polish TV (except possibly when staged in Poland) And why would Polish TV wish to broadcast the European Pairs in competition with the Polish Championship Final on the same day. The list of winners is hardly stellar: https://pl.m.wikipedia.org/wiki/Mistrzostwa_Europy_par_na_żużlu As for the Euro Junior Teams it's been going since 2008 and the main feature is the constant hanging of the upper age limit. Funnily enough I've just written an article about an event that exactly fits your description - the World Speedway League. -
