When riding at 1 his average fell to 7.43... just saying

SR 010.3.1 Cut Off Date
No team changes will be allowed after 28th August with the effective date being 31st August. Except riders returning to the team after injury who must re-take their position, dictated by their MA, with their replacement being released.

Er yes it is. Only one, Doyle, has an official average in excess of 8.41 at present.

And looking at unofficial averages only Doyle has an average in excess of 8.30. Using either measure there are six riders with averages in excess of 8.00.
