Are tactical substitutes allowed in the playoffs ?

In Zachs defence, he wasn’t going to do championship and only did it after a bit of extra persuading after the Anders situation. Maybe the promise that they’d be much more lenient in allowing him to miss meetings, as the championship this season, is rightfully the bottom of his priorities 

... now the pedantry is out of the way, can anybody come up with a reasonably rational explanation as to why tactical substitutes are allowed in the group stages but not the knock out stages?
