He may have refused a team spot because what was on offer was very poor. Riders shouldn't be penalised for refusing poor deals. -
Not the point of the rule at all, rule is for guys who’ve been left out for one reason or another over the last few years, not for guys like Albitt who refused team spots last year. -

Maybe he was thinking of established clubs having to fork out big on points money for their riders when they win away at the new club and thrash them at home?
