Eg If you cannot get an 'A' grade you get 2 x 'B's'.. With a mean average so no team can get the best rider in every grade? Scrap the RS system as, even in a five rider team, the No5 rider will be pretty much "development" level I would think... Given that there is an insufficient number of riders for all existing Champ & Prem teams to run even 5 man lineups without doubling up it is more than probable that a "big league! will still have a limited number of teams and two divisions.
