Everyone with an out and out number 1 and a selection of riders on 5 6 and 7 point averages. Surely from a cost perspective, potential promotions such as Cradley, Coventry Peterborough and the likes would see it as a sustainable business model. Clearly not! The "have nots" have always seemed quite happy being a "have not" as it made their season cost affordable.... I suppose it all goes back to a lack of tangible big financial rewards for winning... No point spending excessive money you cannot afford, to come top, and increased costs being your only "reward"...
