Surely from a cost perspective, potential promotions such as Cradley, Coventry Peterborough and the likes would see it as a sustainable business model. Clearly not! The "have nots" have always seemed quite happy being a "have not" as it made their season cost affordable.... I suppose it all goes back to a lack of tangible big financial rewards for winning... No point spending excessive money you cannot afford, to come top, and increased costs being your only "reward"... The thing is all three of those tracks from a fanbase point of view so long as run to a sensible budget were sustainable it was the issue of the tracks being sold for housing that did them in.
