The statement from the AGM only refers to the 'initial declaration '. I can't find anything in the Regulations that prevents a second signing over 8 after that 

Has to be initial declarations only. Imagine signing a 7 pointer who upped his average to 11, but you could only replace him with someone under 8 because you have another 8 pointer, now that would be ludicrous.

But when it's Speedway, you never know!

Gilkes has had a terrible run of injuries the last few years all of which has been serious. Very unlucky seriously needs to think about retiring for his own good.
