Only if the developing riders get Champ places, what if more NDL riders are forced out, due to low points limit, than get signed for Champ teams? -

That's one thing NDL riders are missing this year, "track time" 12 matches over a season will not help their development! Be good if they were encouraged to get extra racing at IOW! -

The teams outside the play-offs are miles behind, Glasgow have no worries about missing out on them!

That makes sense if the r/r is a lower averaged rider (reserves racing with no 1 to protect them) but if the number 1 gets a r/r ride on heat 8, seems a waste of using your top rider in an "easier" heat! -

Still don't understand why 90% of teams only use r/r at no 2? -
Surely it's the opposite, all riders can get a r/r ride!

If Hume was in heat 12 & beat Bickley, Poole wouldn't have been 6 down after 13 + King wouldn't have been in heat 14! -

I don't know why a development league has to be a weak league? As you say lots of riders "developed" into Champ riders when the NL was stronger: Kyle Bickley, Leon Flint, Jack Thomas, Tom Brennan, Drew Kemp, Jason Edwards, Dan Gilkes, Dan Thompson, Joe Thompson, Max Clegg, Connor Mountain, Jack Smith, Alfie Bowtell, Danyon Hume, Anders Rowe, Jordan Jenkins, Jordan Palin, Ryan Kinsley & Luke Ruddick

Totally agree with your first point, if the fans don't turn up in large numbers clubs need to be sensible with wages!
