Last season, the was a clear difference between the 'have top heat leaders' and not in both top leagues. So, on one level it makes sense. The question I have is do these nine 8+ riders all want to come back to the Championship, and can clubs in question meet wage and add on demands? I also think that he has already signed for Poole (2 year deal last year). Personally, I'd have Howarth back after the season he had last year.
