They are and in the instance the rules are daft. They are designed no doubt to stop people taking the P but Jordan quite clearly isn't trying to do that, nor was Cooper earlier in the season.

If you go back years ago, British League Teams would always have an up and coming National League rider as a number 8 who would drop in when British League riders were missing. Robert Hollingworth was No 8 for Lynn for quite a while, I seem to remember Chris Turner for Belle Vue, Might of been Nigel Flatman at Ipswich. In my opinion this worked well but it was reliant on the senior club having a good working relationship with the junior club who essentially were feeder clubs, and of course no doubling up (other than as a number 8 ) and very limited guests.
