I'm fairly sure that the rule used to be (it might still be I don't know) that your licence was protected for 3 years from closure provided of course the finances were in order.
After that they could entertain applications from any interested parties

They need to have a look at Kings Lynn for example who have a good no 1 but an average no 5. Ditto Oxford
They've had years to attract Cradley and Coventry fans and haven't, they've signed the bottom of the Wolves team not the top so I wish them well with that
I think you're right in that any concerted effort to attract other West Midlands fans would need to be something new that hadn't been tried before
