I'm generally sceptical of how much value a TM can add to a team's performance, but in many ways Mr Dickson was very much the Lions match winner yesterday.
That's a great encapsulation of British league speedway. However with a few exceptions ( e.g. BL2/NL in the 70s) that's pretty much been the state for over 50 years
Well the SpeedwayGB website (Championship table page) clearly states:
PLAY-OFF PICTURE - HOW IT WORKS- League Championship to be decided by play-offs (All play-off ties raced over two legs)

The ban has not been lifted. Punishment has been suspended, pending the hearing of his appeal.
However there must be a good chance that when the appeal is heard the punishment will be reduced.
Dag Lovaas was only 25 during his final British season (1976), having reached the world final in 1974 and won the league with a 10pt+ average in 1973 riding for Reading. He also averaged over 10 for Hackney (74) and Oxford (75).
I believe his retirement was complete and he did not ride domestically after leaving British speedway.
