It kills the motivation to develop young riders as if their average gets to high, you have to lose them for nothing or lose another top rider. If must be quite annoying for a rider to miss out on a team place by a few decimal points, knowing one of his team mates last year let him finish in front of him, which, ultimately put his average "too high"...
