He'll be at Gorzow in Poland, Vastervik in Sweden and potentially Grindsted again in Denmark (although that isn't confirmed yet but his Danish sponsors will want him racing there without a doubt). So he can't race in the UK anyway.

I'm hopping for. Pollstad or a Nagl,, riders that are very quickly improving and would take and under 21 slot in the team

Amazing to think that 3 years after Tarasenko signed for Glasgow in the Championship on a 5.00 average (while averaging nearly 8 in the Premiership), we still have loopholes in the average rules. Fair play to Ipswich though, they'd be daft not to sign him.
