To me it would be logical to say a Brit who didn't ride in the Prem or Champ qualifies for the reduction. But the BSPL announcement talked about riders returning to the sport, that doesn't sound like the Ablitt scenario. -

He froze himself out, in a way! Declined at least two invitations to ride for clubs he judged "too far north" didn't he? -
